Indeed, rejection is appropriate. Deletion is only for projects with no activity or serious considerations like the Siberian in the past.

I propose to reject <https://meta.wikimedia.org/wiki/Proposals_for_closing_projects/Closure_of_Limburgish_Wikibooks>. Only the proposer supports it, the wiki has actual content and currently one active editor.
