No, it doesn't fulfill the activity requirements currently. Approving makes no sense if there is no community who wants to do the "upkeep" on a separate wiki, when the content is perfectly accessible (without prefixes) on the multilingual Wikisource.

I would be interested to hear from the users who contributed this year and what they think, though. Have they already been contacted?

I only see that the user who made the most contributions (but is now inactive) has been contacted some years ago by Steven, but it seems like there was no response (<https://wikisource.org/wiki/User_talk:Giakosh#Question%3A_Are_you_interested_in_trying_to_get_a_separate_subdomain_for_Georgian_Wikisource%3F>).
