Current policy is that most if not all messages need to be translated.That is unlikely to happen for Neapolitan. For  Wikisource it does matter not that much because it is mostly effective as a tool. 

The notion that it currently works within the Italian Wikisource is not really an argument. It matters what language Wikisource is because it allows for defaults specific for that language.

The notion that some peopl think that a language is a dialect is not here or there. It is utterly irrelevant.

If that is the case, why hasn't nap.wikisource been granted long ago? Who's responsible for changing secondary projects from incubator to wiki.org?

If approved and opened tomorrow it would be already more active and big than many other open wikisources.
