Judging by the content of the English Wikipedia article and by most of the comments on the request page, it shouldn't be eligible, because today it's just a regional spoken variety that has few differences from standard German. But there are also comments on the request page that say that many books are published in it, and that it has a distinct writing standard. So I'm not sure what to say.
