Hoi,
The idea is to start of with labels that descibe concepts native to Ottoman
Turkish. However when people add labels to other items as well, I would not
mind.

If the idea is, for example, to give the spelling of a
historical figure
in Ottoman Turkish in the Arabic alphabet, then it's certainly acceptable.

Can you give us some more background to this request? If I remember
correctly, there was some discussion a while ago about the difference
between Modern Turkish and Ottoman Turkish. So what’s the deal with [ota]
in Wikidata?
