I've been told indirectly that the authors of the Tulu Wikipedia incubator are trying and failing to contact the Langcom to ask whether their domain can go live.

As far as I can see the analysis, the incubator is in good shape in terms of activity:

I cannot say anything else about it, however.

Can anybody find an expert to verify that it's Tulu?
