It has been pointed out to me that Tulu Wiktionary also meets the criteria for creating a separate Wiktionary. 

It has been active for 3-4 months stretches multiple times in the last 6 years. Now, it’s active again for the last 4 months: 

Given that there is an active community on multiple projects, I think it’s alright to go ahead and create the Wiktionary as well.
