The compromise position on Norwegian Wikinews would be the "soft close" that several  people in the discussion have suggested. There's a link from there to show how Swedish Wikinews did it. This way, the current, arguably embarrassing, content would be out of sight. At the same time, the infrastructure would remain intact, in case someone wants to reactivate the project in the future. How does that sound?
