Look, there's no question that the most likely way anyone is going to find this in the first place is either (a) by a link from the English version, or (b) by using a search engine that finds it wherever it is. But from the point of view of internal Wikimedia practices and management, it is going to be a lot easier to have this sitting in Multilingual Wikisource than it will be to have it sitting as the lone page in a language somewhere in Incubator. So it would be my preference to find a way to make that happen.
