As we already have a positive expert review for this language, activity on the incubator project[1] continues to be high[2], the level of detail in the articles is good, and the most important messages are translated into the language (99.14 %)[3], I would like to propose we approve this Wikipedia project.
There are a few things I would like to see being worked on (more interwiki links, more translation, better categorization), but I don't see these as a hindrance in approving the project.

It's obviously ineligible according to the current rules because the
language doesn't have a code. I could just mark it as ineligible, but some
interesting and non-trivial points are brought up in the discussion there,
and I'd love to let the committee take a look at it rather than just
closing it immediately.
