Prezadas e prezados colegas,

Esta é uma comunicação oficial do Grupo de Usuários Wiki Movimento Brasil (WMB) sobre a Iberoconf 2023.

O WMB é uma associação brasileira sem fins lucrativos afiliada à Fundação Wikimedia. Fundado em 2013, o WMB busca, entre outros objetivos: ampliar, qualificar e diversificar o conteúdo e a comunidade nos projetos da Wikimedia; e apoiar a atuação de organizações sociais no ecossistema do conhecimento livre.

Concordamos a princípio com o objetivo da Iberoconf 2023 de "Definir, repensar e consolidar um arcabouço de governança regional de acordo com a Estratégia 2030 e o Movimento Wikimedia do futuro". Coincidentemente, destacamos entre nossos principais eixos de orientação para o próximo triênio "Adensar e direcionar redes de governança no Movimento Wikimedia" [1].

Notamos, entretanto, incongruências no formato na conferência. Há uma sobreposição de pautas no encontro, com discussões exclusivas para afiliados que compõem o Iberocoop e atividades de participação geral. Essas pautas não são independentes e criam incertezas sobre a condução da Iberoconf 2023. Há uma sobrerrepresentação de membros afiliados do Iberocoop na conferência, o que gera uma assimetria de voz e uma falha de legitimidade na discussão sobre governança regional. Não estão claros os critérios que definiram grupos emergentes, convidados a participar da Iberoconf 2023. Não estão apresentados os protocolos de eventual deliberação para avançar na governança regional. Não identificamos a devida prioridade à participação das comunidades wikimedistas ante à de pessoas funcionárias da WMF e afiliados.

Decidimos, tendo em vista a análise apresentada acima, não participar da Iberoconf 2023.

Consideramos que nossa decisão está exclusivamente relacionada aos equívocos no formato da conferência, pois admiramos o trabalho realizado individualmente pelas organizações pertencentes ao Iberocoop e pelos demais grupos convidados. Nos últimos anos, temos aliás realizado um número crescente de atividades bilaterais na América Latina e no Caribe. Expressamos gratidão pelos espaços de troca e aprendizado que, com confiança e generosidade, construímos em coletividade.

Ademais, acreditamos ser necessário avançar na construção de relações regionais coesas e perenes, com práticas de colaboração e compartilhamento, com sustentabilidade, com diversidade e decolonialidade, com foco na interconexão e parcerias, com aprendizado mútuo e com acolhimento e pertencimento. Estamos dispostos a participar ativamente dessa construção coletiva.

Saudamos as organizações da Wikimedia e as pessoas funcionárias da Fundação Wikimedia que participarão da Iberoconf 2023 e desejamos um evento frutífero.

Dear colleagues,

This is an official communication from the Wiki Movimento Brasil User Group (WMB) about Iberoconf 2023.

WMB is a Brazilian non-profit association affiliated to the Wikimedia Foundation. Founded in 2013, WMB seeks, among other goals: to amplify, improve and diversify the content and community among Wikimedia projects; and support the role of social organizations in the open knowledge ecosystem.

We agree in principle with the objective of Iberoconf 2023 to "Define, rethink and consolidate a regional governance framework in line with the 2030 Strategy and the Wikimedia Movement of the future". Coincidentally, we highlight among our main guidelines for the next triennium "Deepen and direct networks of governance within the Wikimedia Movement" [1].

We have noticed, however, inconsistencies in the format of the conference. There is an overlap of agendas at the meeting, with exclusive discussions for members that make up Iberocoop and activities for general participation. These agendas are not independent and create uncertainties about the direction of Iberoconf 2023. There is an overrepresentation of Iberocoop affiliated members at the conference, which generates an asymmetry of voice and a lack of legitimacy in the discussion on regional governance. The criteria that defined emerging groups that were invited to participate in Iberoconf 2023 are not clear. Protocols for eventual deliberation to advance in regional governance are not presented. We have not identified the right priority for the participation of Wikimedia communities in comparison with the participation of WMF and affiliates staff.

We decided, in view of the analysis presented above, not to participate in Iberoconf 2023.

We believe that our decision is exclusively related to mistakes in the format of the conference, as we admire the work carried out individually by the organizations belonging to Iberocoop and by the other invited groups. In recent years, we have also carried out an increasing number of bilateral activities in Latin America and the Caribbean. We express gratitude for the spaces for exchange and learning that, with trust and generosity, we have built collectively.

Furthermore, we believe it is necessary to advance in the construction of cohesive and perennial regional relationships, with practices of collaboration and sharing, with sustainability, with diversity and decoloniality, with a focus on interconnection and partnerships, with mutual learning and with welcoming and belonging. We are willing to actively participate in this collective construction.

We salute the Wikimedia organizations and the staff of the Wikimedia Foundation who will participate in Iberoconf 2023 and wish them a fruitful event.
