I'm noticing that most, if not all of the articles on that page already have English translations.  Is there a list of redlinks somewhere of articles that would be of importance to the transgender community that people could work on?

Here is one for the list: there is no article in Hebrew as yet for transgender rights activist Nisha Ayub, who received the International Women of Courage Award in 2016. 

Many of the individuals who receive this type of award are in danger or have been imprisoned for their activities.
