Well, I'm Chinese, and I do not have a "local chapter" to submit suggestions to (nor would it, with the current political climate, be realistic), not that I'd be eligible anyway.

Azuki,

There are chapters in Hong Kong, Taiwan, and Macau, all of which have
voting rights. Three votes for one country is more than for anyone else in
the world, and with only 42 possible votes and about 30 voters last year,
China could be 10% of the decision this year if you managed to get all
three to vote together. The Macau group is inactive, and the Hong Kong one
continues to have a monthly meetup even if otherwise quiet. The Taiwan
group is most active of the three in terms of speaking up on wiki.

Besides these, any chapter could support your nomination. If you want to
