I'll make this short for anyone who's observing the "day without a woman" boycott (or looking for something red to wear) but I have compiled a list of active archives for International Women of Courage Award at https://simple.wikipedia.org/wiki/User_talk:Neotarf/Relinking_US_gov  They are listed by year, after an introductory section about archiving dot gov sites.

There is usually a new list of awardees that drops on March 8 each year, but according to the DoS official blog, the names of the 12 awardees will be announced later in March.  The AWIU organization that partners with State has already announced the date of their social event as April 6, 2016.

I don't know what is going on, nor whether it is temporary. I doubt that it is due to the new Trump administration, as there was continuity between the Bush and Obama administrations.
