The Crown Prosecution Service (CPS) in the UK is issuing prosecutors with guidelines on how to interpret existing laws about trolling http://www.bbc.co.uk/news/technology-35712772
In particular fake accounts used specifically to harass. If anyone suspects that they have been targeted that way by someone based in the UK, you can report them to the UK authorities, giving them all the information that you have (note: victims don't need to be UK citizens or even UK-based).
