Because you have small-2 instead of small-12. Or eliminate the small and they will stack. Your code is doing exactly what you're telling it to do. On small screens and it's giving you two columns so it thinks two more columns can fit next to it and then two more with the last column pulled right because it doesn't add up to 12.
Large-4 is right 4+4+4 is 12 columns. Since you are using Foreground v2.0 you can use "medium-6 large-4", "medium-6 large-4", and your last group "medium-12 large-4" as classes. That would put the first two next to each other and the last column all the way across on medium screens like a tablet. Leave off small and they will stack with all going across on small screens.
Remember on small screens small-12 is default unless you explicitly set it.
