The rationale for this 'Web display' feature is that some users may not want this
new tool at all.
We wanted to give them the option to have it be mostly invisible to them, and keep things
the way they are today.
Once we've improved Notifications based on community feedback, we would encourage them
to switch to the new tool down the line.
