This turns off the notifications badge and overlay/flyout. Email
notifications still work as normal. Special:Notifications also still
works. The orange bar of death reappears.
Okay, why are we supporting this option?
When it comes to experimental stuff, I think having opt-outs is key. But for major new features we shouldn't be building in an off switch for everything.
