Are we sure the sign-up process is working well? I actually tried joining this list multiple times over the past year before I was finally able to  start receiving the emails, only when I asked for help from Fabrice in adding me manually. (I checked spam folder.) I wonder if others have tried to join like I did and simply gave up?
