Check Digital Repatriation. Something very much in the incubation stage is doing some work in Sierra Leone. Please see the work of Paul Basu in Sierra Leone. I feel there are ways in which Wikimedia could offer a means through which this approach could be enhanced, whether in North America or elsewhere.
