As you commented there is a lack of a landing page for the Design efforts and much of the information is spread in the different projects. Some conversations have been initiated about that but there is no agreement yet about a solution that fulfills our different needs.

PS: Let me also note that there doesn't seem to be a clear landing page for [[Design]]. https://www.mediawiki.org/wiki/Wikimedia_Foundation_Design seems to be it, but you really need to want to find and understand that this is it. For instance, WMF_Project_Design_Review_Process doesn't link to it.
