I think #2 is the right direction, and I recommend we get serious about
it.  But if people don't think we can do #2 in a reasonable period of
time, we should do #1.

I wasn't aware of Jon Robson's progress on #2, "Experimental: Apply mobile typography lessons to Vector" <https://git.wikimedia.org/commit/mediawiki%2Fcore.git/e96f6e56034ebd3776e83add68c4540e1f286758>, (it doesn't show up in gerrit for some reason). I think Trevor Parscal wants to make some adjustments and it doesn't match the full fallback in https://www.mediawiki.org/wiki/Wikimedia_Foundation_Design/Typography, but it's exciting to see this!
