I remember you pointed that on wikitech. Not the best editor, but there's little choice in browser svg editors. This wiki doesn't give their software license. The server part is quite basic, the Java version sends the SVG and both pngs.
Currently it can only open files created with the same application (and saving failed for me :S). Under Cc-by-nc-sa license.
Not our favourite choice, but I don't think the tool license has any bearing on the copyright status of any work created using that tool. (You probably know that, but just to make things clear.)
I know, but it's never wrong repeating it. It's not GPL compatible so can't be added to MediaWiki, but could made an extension.
