On English Wikipedia, dead links are often found, deleted, and/or fixed by
bots. I don't know whether Commons has similar bots, but my guess is that
it does. The Commons Village pump
<https://commons.wikimedia.org/wiki/Commons:Village_pump> would be a good
place to ask other Commons contributors about whether bots should have
identified the dead links that you found. Bots, like humans, may have
imperfections. :)

Who fixes this stuff, the link had been dead since march. of 2017.
