I also don't like the idea to post this to the mailing-list. It would mostly just reach those that are already deep enough into Commons to get reached anyway by just putting it on COM:A.
Since I also have asked once about a place to post announcements but can't remember anymore if I also posted the details: On German Wikipedia we have a template (http://de.wikipedia.org/wiki/Vorlage:Beteiligen). It contains only actual stuff and is integrated in our community portal (http://de.wikipedia.org/wiki/Wikipedia:Autorenportal) but also on many user pages.
Here on Commons possibly the places to integrate it would be the community-portals (Commons:Community_portal), village-pumps and if wished by a user also his own page. The advantage is that users can put it not only on their watch-list, but also see it when they visit those other places and learn about its existence.

opinion from the people about all 4 the ideas.
What you're saying is also on my list and will be raised in the village
