The WCQS beta instance is currently down because the underlying host the VM runs on is out of disk space (so it's not due to maintenance, just to be clear).You can get updates on the status of that here: https://phabricator.wikimedia.org/T297454

There's no mirrors and I'm unaware of any plans for federation of endpoints but I'm not totally sure so will defer to others for the official answer on that.

We'd love for you to play around with the endpoint and give your feedback :). Hopefully it'll be back up by tomorrow or so for you to take a look at!

Oh, and just as an aside, we're about 2-3 months out from the rollout of production WCQS, at which point service availability will be much more consistent. So stay tuned on that front as well.
