Is there some sort of document that details what type of copyright stuff is necessary to
be an admin? I think that the big point of cross appointed admins is that they are someone
who people already know. This would prevent alienation and would allow for a logical
translation.

12 hour online boot camp on Wikimedia Commons procedures?
The job of commons admin requires being a serious heavy-duty copyright
nerd, because that's what most of the work is. I'm not sure that can
be done in twelve hours.
