The archives and museums I am talking to have content that will be extremely
valuable to us. Your suggestion that archives and museums is based on a
comparison to someone who did not do any research. Now when we can get
something like 40.000 media files and you compare it to an occasional upload
you do not take into account that some of these archives have a systematic
coverage of events, places or developments. If you think we can do better at
finding copyright holders I am sure that we are welcome to do so.
The problem is from the description it is likely that a fair chunk of
their author unknown stuff is non free. If you've got a non trivial
number of copyright holders finding you and complaining that with
regards to items that have been in your archives for years it means
you have a lot of non free stuff.
