This appears to be only partly about exemption doctrine policies; the
user Turzh at ukwiki appears to have uploaded photographs taken by

licence (as far as I can make out from a machine translation of the
OTRS permissions ticket).
Unfortunately I cannot translate ukwiki's EDP [2], and I don't know
whether it permits non-commercial use or not; in any event, there's a
separate problem if Turzh is uploading images with the incorrect
licence.
