I know one user who uploaded his images to Commons last year with CC-BY and to Flickr with CC-BY-NC-ND. Last month he was blocked infinitely on Russian Wikipedia and after it he changed sources on Commons' images from "Own work" to Flickr and he wants to delete these images.
