Last year I opened a Phab ticket to notify about this, but I'm not sure if I should be doing the same to just inform the WMCS team.

This is to let you know that in the following three weeks and because of an election the tool https://tools.wmflabs.org/meta/accounteligibility/ will experience heavy traffic.

I'm not sure if you'll need to do something with it or just monitor, etc.; but I think it's good to warn you just in case.
