It's something that was on my mind too for a while now, glad to see it happening.

This might be a good moment to start something like https://phabricator.wikimedia.org/T320424, getting a page on meta-information about the project and such, that would be the place where to publish the meeting minutes, agenda, etc.
I offer myself to start that page.

Can we also make it public instead? Maybe more like "toolforge eng meeting" than just council.
Would be good if it's moderated, but allowing anyone to come and ask things or give input, maybe like 75% of the time agenda items, 25% for questions allowing people to write them down somewhere (etherpad? phabricator async?) and picking up them one by one.

Correct date is 2022-11-15 at 15:00 UTC for the first one.

2022-11-08 is a US bank holiday for the WMF.
