I suspect that the answer is #3.   Maybe you could look for differences in registered email addresses for that user in different DBs.

I've left some thoughts on that page regarding the privacy policy - I
understand the users' concerns but I don't think they're founded on a
valid interpretation. Hopefully it helps. Thank you, Leila, for your
