Well, you can use Hot Articles, although I think it only searches categories that are listed on talk pages.

http://toolserver.org/~tim1357/cgi-bin/HotArticles/?category=1&name=Good_article_nominees&num=1&unit=WEEK

Still, that doesn't limit you too much, as long as you can find a geographically-related WikiProject, e.g. http://toolserver.org/~tim1357/cgi-bin/HotArticles/?category=1&name=WikiProject_India_articles&num=1&unit=DAY

Edits by geographic location might require an official analytics request :)
