I would suggest that he go over to the UNICEF and UNESCO offices and
enquire there.
Way back when I was doing my own university degree, I did spend a lot of
time researching in the ISO office here in Geneva.
An excellent day for that kind of research is Friday May 15th (le pont de
l'Ascension). The offices are open but most high level employees take the
day off. The secretaries are quite helpful...
