At the risk of appearing a bit critical... it would have taken LESS time
to write a small two-sentences article (=a stub) without the copyvio
notice than the time spent today on this list discussing 1) deletion 2)
rewriting 3) moving 4) stubbyfying and so on.
Sigh ... when did things become so complicated :)

I do think that there should be a message included in these HUGE
notices, that notices such as these are not intended to discredit

There is no "person to speak to". Any autoconfirmed user can edit
templates. I have just added an explanatory note to that template
myself using absolutely no magical powers.
To do it, I figured out what that template was called (by looking at
the source code of the Thomas Mensah article), and found that it is
{{Copyviocore}}. Then I edited Template:Copyviocore to add the note.
And I hit "Save".
