I would like to point out that Wikimedia France recently
published the WikiData MOOC.

Registration, programme etc. are available on the training
platform : https://formations.wikimedia.fr/courses/course-v1:WikimediaFrance+MWd-1+2022/about
This is not an old outdated mooc. It is top of the notch. Months
(if not years) of development to come to it.
So I am not saying that a Wikidata facilitator is not needed (it
IS certainly needed).
But it looks like it may not be necessary to spend several months
translating modules and learning materials into French, when there
is a super super recent Mooc dedicated to just be that. It would
look a lot like reinventing the wheel to me.

PS: amongst the creators of the MOOC is Georges Fodouop, French
speaking, who is likely to be on this list,

We are looking for a course facilitator to work remotely with a course manager and the AfLIA team for seven months to translate Wikidata curricula, modules and learning materials into French. The French facilitator will also train and manage French-speaking participants who will enrol for the Wikidata course. Apply if you are eligible and interested. Spread the word!
Nous recherchons un animateur de cours pour travailler à distance avec un responsable de cours et l'équipe AfLIA pendant sept mois afin de développer et de traduire en français des programmes, des modules et du matériel d'apprentissage sur Wikidata.
