I think that it is great to go beyond giving a figure of "images uploaded" and I particularly appreciate the goals regarding "high quality image" (at least 50, which may represent 5%) and regarding reuse (at least 100 reused, which may represent 10%).

I strongly think that all propositions should include such metrics. Nice incentive :)

An important note with regards to "program"...

There were two points to note with regards to last year contest (points=criticisms :))
1) The general quality of pictures could be (should be) improved
2) The usage of the images on Wikipedia pages stayed low (=compared to other contests) - 6%

At the personal level, I also think that the images uploaded last year were unsufficiently categorized, which makes their reuse slightly more difficult.

We need to brainstorm together about what can be done in those two directions. Some solutions may be worked upon "online", others can be worked on "in the field".
I invite you to think how you could improve things (quality and usage) when it comes to setting up your program.

For example, I think a potential event could be an editathon, with a specific goal of improving illustrations.
Or a categathon, with the goal of working on categories (I bet that would be useful to "train" participants to edit Wikimedia Commons :))
Or it could be writing an article (or translating it) with improving illustrations.

It would be lovely that local events be planned with those two issues in mind. Quality and Usage.

As a side note, usage data will be monitored and will be part of the success metrics.
