The user is using Wikidata to populate the articles (bios, cities ...). 

According to a sysop friend from ar.wp the user was inspired and copied what has been done in the last few years in ar.wp.

If the user is going to continue populating articles using this technique we can expect that the number of articles can increase more and more (it's even possible to exceed 1m soon).

PS: the user started editing July 2019 and became admin on arz.wp 4 months ago.
