I do think that there should be a message included in these HUGE notices, that notices such as these are not intended to discredit the person or subject, but a quest to ensure the best quality writing and information that is being supplied, and in this case its infringement on Copyright law. Who is the right person to speak to in order to suggest that this addition is made?

There is no "person to speak to". Any autoconfirmed user can edit templates. I have just added an explanatory note to that template myself using absolutely no magical powers.

To do it, I figured out what that template was called (by looking at the source code of the Thomas Mensah article), and found that it is {{Copyviocore}}. Then I edited Template:Copyviocore to add the note. And I hit "Save".
