No we do not. But to be fair... I think that should not be a big problem.
I can not say for en.wikipedia but fr.wikipedia, my strategy would be to
go to previous jury members of WikiConcours and to ask them whether they
would agree to do that.
I know they are seasoned wikipedians, I know they are willing to be
judges and I know no one hugely complained when they volunteered to do
it. Good to me.

There are arguments for and against both options. Traditionnaly,

Writing Contest on Wikipedia are "free
choice team" (for
example, for
<https://fr.wikipedia.org/wiki/Wikip%C3%A9dia:Wikiconcours>) and
allow to be
very inclusive of everyone, but there are also
arguments in favor of
Country teams only.
