This is a proposed definition of Emerging Communities (to move away from the awful Global North and Global South). 

I think it is a very interesting proposition. Overall, I like it. The general concept. 

Quite bold proposition actually. it could be a very useful tool for the grant people to decide which places should be proactively supported and which should only reactively be. 

"The primary significance is that emerging communities will receive (in varying degrees and according to further prioritization given limited resources) deliberate and proactive attention from WMF program officers."

That would concern projects or languages, or countries.

For example, when it comes to projects, it would consider Wiktionary and Wikisource as impactful emerging projects that needs proactive support. However, Wikikbooks or Wikivoyage would not be included.

Now... country-wise, Africa falls quite heavily in the last group. 
Most of our active members are actually in emerging group, such as Algeria, Ivory Coast, Ghana....

But many african countries obviously fall in the " least developed". For example

On the way, I found out that Martinique was proposed to be in the third group. Well, Martinique is where my mom parents came from and I am completely sure that Martinique is not a country. It has a special status but that's clearly France. 

Beyond the joke... I think all of you should have a look at this page and the thoughts proposed. In terms of model, that also mean that it would favor "impactful efforts" over "emerging opportunities"
