And just for arguments sake I don't think it's about creating articles on topics and people that are notable, In fact this is one of the main purpose why we have this mailing list specifically for African Wikimedians, to find ways on how we can increase as much African content as we can. However the issue of referencing/citation is still a thorn.

it is healthy to delate articles which present topics and people that are indeed not notable. but as we know, sometimes you need to have some background knowledge to actually know what is notable and what is not. your contribution in this would be great.
