Yes it would work

If you click checkuser on a vandal account and you can explicitly see the IP addresses being used, so you can lock the IP directly, rather than just relying on an autoblock on the vandal's account

If it is a dynamic IP address it will give a lot of similar numbers like 59.91.254.10, 59.91.254.24, 59.91.254.24, 59.91.254.224, 59.91.254.124, and so forth

Then you can go and directly block 59.91.254.0/24 and it will shut down the whole range, and click the "prevent account creation" and do not select "anon only".

If you think some registered user is logging out and anonymously causing trouble, then CU the IP range and then use "get users" on the IP range.

With #2, the autoblock only blocks their one IP so they can log out from 59.91.254.10 and when they reboot their internet, it will send them to another IP like 59.91.254.32 and that won't be autoblocked so they can carry on. Explicitly using CU to dig up their IP allows you to explicitly block the whole rane to stop this.

The CU access request form is here

http://meta.wikimedia.org/wiki/Steward_requests/Permissions
Hi Blnguyen,

vi.wiki started to need CheckUser's position now. Can you answer some questions about checking user?

1. Vietnam is using dynamic IP address, and many members of vi.wiki are from Vietnam, can CheckUser check if they're changing IP and log in?
2. There are many vandalisms now, all of them start from 1 or 2 people. Even when we block that user, we also blocked creating accounts and IP they're using, but they still can. Can you give us some advices? Can CheckUser solve that?

I hope we can chat together, via any IM you'd like, maybe Yahoo! Messenger, GTalk, or even IRC Channel. Thanks in advance,

Tân.
