With the impending Bugzilla 4 release, I would like to take some time in setting up the test instance to perhaps play with some of these options to see if we can tweak it into being more useful to everyone.
I don't think there's going to be any magical set of configuration changes to make Bugzilla less horrible, but it's certainly worth a shot.
