Indeed. "When it's ready" may not be very precise, but it _is_
accurate. There have been some pretty major changes to the code since
the Wikimedia servers were last updated, not the least of them being the
rename of the Image namespace to File. Presumably the next update will
happen when things have settled down enough that brion and others feel
it's safe to do it without a bazillion things breaking.
Which reminds me that v1.14 is also overdue for release. Perhaps what
we'd need would be a temporary feature freeze, with commits to trunk
restricted to fixing breaking bugs until everything is stable enough for
a release.
