I think it should be central to all languages. I've seen several
articles that reference, say, Portuguese documents, on the English
Wikipedia. I don't see how a unique document should be avoided just
because it's a different language - in some domains, the other
language's document may be the only one on the topic of interest.
I don't know that it's too big for Wikipedia. If it can be done for one
wiki, it can be done for a family with minimal change, unless someone
designed a monster.
