I click on such a page, and go back to the watchlist and refresh it,
the page remains bold.
AFAIK the marker isn't cleared on view if the e-mail notifications for
watched items are disabled on the site (as for instance they are on
en.wikipedia.org).
It's possibly a bug that it pays any attention to this value when it's
not usefully set.
