to spec.
No, violates RFC.
There are probably a few random places out there that
treat
them as such. Why would you change your e-mail address'
capitalization if there's no difference, anyway?
To have them consistent for SUL? ;)
I proposed some time ago a whitelisting of hosts known not to use case
sensitive on the user part. Just a dozen of domains would fill 90%+ of
cases.
