Improving of the 'quality' of pictures is not
in and of itself something
that is not without controversy. There have been fierce fights in the past
over exactly this subject and there are a great many people that do not
upload to Commons as a result.
I'm glad someone has tackled the issue of "do we actually want this
integration". I think that problems *could* arise, but there is a huge
amount of value in being able to quickly tweak images. You're really
talking about a question of etiquette, rather than a problem of
technology there. Don't forget that it's also trivial to undo any
undesired changes to an image, if necessary.
Could I suggest the use of some sort of template or text that
indicates how the uploader of the image feels about the image being
edited and replaced:
"The uploader of this image requests that you do NOT edit and replace
it. If you wish to modify it, please save the copy under a new name."
Giving the possibility to overwrite existing pictures
to everyone is
imho NOT a good idea.
They already have that.
